Maybe they added to few drops of glycerine to weigh down the water?

In my opinion the petals could be silk,or fresh. I think they are just in water and the candle is just holding everything in place. as far as how many roses I would say at least 4-5 s south American roses their rose heads are larger which will yield more petals~~ this is for the entire look~~~ I think making a mock up would help a lot, but this would depend what you like. I would probably do a full look as is in the picture because less seems to just float up.
I went back to the site and this is what they used to create this look, they do sell a product called "water gems". but I don't know if you'll like the look it isn't totally clear like water,

First of all that's very pretty. Secondly I was thinking of this toy aquarium I saw in a toy store. The kid fills it with the water substance then places the fishies in it and the water gels or something.

Maybe the cylinders are filled with oil instead of water.

Go to the craft stores and look for the stuff in the silk flower aisle. They have stuff there (of course, the name totally escapes me right now) that looks like water and you can put anything you want in it. Grrr, I wish I could remember the name!!!
Also, you can sometimes just buy the rose petals from the florist. Check it out. It's usually MUCH cheaper than buying the actual flowers.
