I think it just ends up happening that way... But maybe they are waiting to see if anyone drops out, or if changes are made to the service?
I think for the most part programs list the bridal party, maybe make note of songs being played, or any prayers or readings. For longer ceremonies there usually is somewhat of an order of events. If you need a filler you could probably put some extra stuff about the bride and groom? How you met or how he proposed maybe?

We had readings, Songs, Everyone in the wedding party, and the last page was thanks to everyone and our new address.
I've seen where some people have a page for thier wedding party telling about each person and thanking them.
We waited I think about a month before our wedding. I think it is nice to do that in case something were to change....readings, songs, etc.
We had members of our bridal party, songs, readings, thank yous to our parents and guests, remembrances of our family that have passed away, and our address.
We didnt' make them earlier becuase our priest took forever to finalize our readings. I would have done them way earlier if I could have.

It's also nice to include directions to the reception if those have not already been given out.

Ours were made last minute because that's how long it took us to decide on everything in the ceremony!
Ours included an outline of the ceremony (sermonette, vows, unity candle, introduction of bride and groom, etc.) and any special notes we wanted to add (the music selections were all from the choir we met in, we had a "private" ring ceremony where we didn't do the normal "take this ring", so we wanted to explain that a little bit too). On the other page we added a "who's who" in the ceremony, as well as thanked our guests for joining in our special day.
We didn't invite everyone who came to the ceremony to the reception (we just didn't have the resources) but if you are, MemphisMom's suggestion would make a good insert for the program.
What we did include on the back of the program was our new address and phone number (Greg had moved into the house just months before the wedding, and I just moved there that night, so it was nice to make sure all the relatives had that info. It's a nice idea despite how long you've lived in the house, because you might have relatives that don't have that info yet coming. Just a suggestion. We also included information on an "open house" we had the next day in lieu of a gift opening for our guests.

I did ours about a month before, just because everything was all set in stone by then.
On the first page I had the order of ceremony, including the reading and song titles we used. The next page we had our wedding party listed, their relationship to us, and the names of our parents, readers, our priest, soloist, and organist.
The back page was just thanking everyone for celebrating with us.
